Access Arrangements and MT Exemption for PSLE 2017

Dear Parents of Primary 5 Boys,

Kindly take note of the following as it concerns preparations for PSLE 2017.  

In the PSLE, candidates with learning or permanent physical disabilities may request for access arrangements (AA) during the examination, based on their individual needs.

Learning Disabilities
Candidates with learning disabilities (e.g. Dyslexia, Attention Deficit Hyperactivity Disorder (ADHD), Autism Spectrum Disorder, Dyspraxia, Language Disorders and Disabilities etc) who wish to apply for access arrangements (e.g. extra-time) for the 2017 PSLE are required to submit their applications through their schools to the Singapore Examinations and Assessment Board (SEAB). The deadline for submission is Monday, 21 November 2016 as your son’s current P5 teacher will have to write a supporting document for your application.

The application must be accompanied by a psychological report that:
  • states clearly the specific learning disability, as diagnosed by qualified professionals*;
    • is current, i.e. the evaluation of learning needs arising from the disability should be completed within three years prior to the date of the PSLE;
    •  provides relevant information pertaining to medical, developmental and educational history;
    • describes the comprehensive testing and techniques used to arrive at the diagnosis, including evaluation dates and test results with subtest scores from measures such as cognitive ability, academic achievement, and information processing;
    • describes the functional limitations supported by the test results; 
    • describes the specific access arrangements requested, and provides a rationale for the child’s need for access arrangement.
*Note: Professionals qualified to make the evaluation include educational psychologists, child/clinical psychologists, psychiatrists, occupational therapists and speech and language therapists.

Permanent Physical Disabilities
Candidates with permanent physical disabilities (e.g. Hearing Impairment, Visual Impairment, Speech Impairment, and Physical Impairment such as Cerebral Palsy etc) who wish to apply for access arrangements for the 2017 PSLE are also required to submit their applications through their schools to the SEAB. The deadline for submission is Monday, 21 November 2016 as your son’s current P5 teacher will have to write a supporting document for your application.

The application must be accompanied by: A medical report from qualified professionals (which include registered medical practitioners, occupational therapists and speech and language therapists). The medical report must state the following:

    • when the disability was diagnosed; 
    • how the disability will affect the candidate’s performance during examination; and 
    • the type of access arrangement(s) that is/are required by the candidate during examination 

Please note that a medical certificate (MC) from a doctor is not acceptable.

Annotation
Please note that pupils who have been granted Access Arrangements during PSLE will have their result slips and PSLE certificates annotated.

Exemption from Mother Tongue

Candidates with learning disabilities who wish to apply for exemption from Mother Tongue Language are required to submit their applications with the relevant documents to the MOE through their schools. The deadline for submission of application to ACS(Junior) for Mother Tongue Exemption for candidates sitting for PSLE 2017 is Friday, 31 March 2017.

Kindly note that candidates who have already been exempted from Mother Tongue need not reapply.

The application must be accompanied by a psychological report that:
  • states clearly the specific learning disability, as diagnosed by qualified professionals*;
    • is current, i.e. the evaluation of learning needs arising from the disability should be completed within three years prior to the date of the PSLE;
    • provides relevant information pertaining to medical, developmental and educational history;
    • describes the comprehensive testing and techniques used to arrive at the diagnosis, including evaluation dates and test results with subtest scores from measures such as cognitive ability, academic achievement, and information processing;
    • describes the functional limitations supported by the test results;
    • provides a rationale for the child’s need for Mother Tongue exemption.
    • Has Special Education Needs (SEN) and shows severe difficulty in coping with his overall learning
*Note: Professionals qualified to make the evaluation include educational psychologists, child/clinical psychologists, psychiatrists, occupational therapists and speech and language therapists.

Please note that we have been advised that late applications will not be processed and parents are advised to submit the application upon their child’s admission to a secondary school.

Also, the school is not involved in the decision making process pertaining to both Access Arrangements and Mother Tongue Exemption. Decisions are made solely by the relevant authorities.

If you intend to apply for Access Arrangements for PSLE 2017, kindly collect an application form from the receptionist and fill it in by Monday, 21 November 2016 with the accompanied psychological reports.
